A variety of asafoetida (hing) has been identified by Palampur, which can be cultivated in the high-altitude areas of Chamba, Lahaul-Spiti, and Kinnaur districts. Similarly, certain areas have been found to have a favorable climate and environment for the cultivation of saffron (kesar). To promote the cultivation of both crops, the state government proposed the “Krishi Sampannata Yojana” from 2021-22.
For the implementation of this scheme, the department prepared a detailed action plan and signed an MOU with JICA on 6 June 2020. The scheme includes initiating the cultivation of hing and saffron and establishing demonstration plots of these crops on progressive farmers’ fields. Additionally, training programs are provided to officers and farmers to impart comprehensive knowledge about the cultivation techniques. For the period 2020-24, a total budget provision of ₹696.60 lakh was made. From the launch of the scheme until 2023-24, ₹578.36 lakh was spent, covering 12.29 hectares, benefiting 11,964 farmers, and distributing 60,324 hing seedlings and 10,583 kg of saffron bulbs.
